A 24-year-old murder suspect, who police say violated the conditions of his release on bail, was taken into custody Monday.

Windsor police arrested Raul Huezo at his residence without incident.

Huezo was out on bail for a number of alleged offences, including a 2018 murder charge, multiple weapons offences and breach of a prohibition order.

Windsor police bail compliance members who are part of a special offender management unit, a partnership between Windsor and LaSalle police departments that began in March 2024, launched an investigation earlier this month.

Police said data received from Huezo’s GPS monitoring device indicated he was in contravention of his release conditions. Further investigation found he was allegedly in violation of two of his bail conditions.

Those bail conditions include 24/7 GPS monitoring, restrictions on weapons possession, to avoid consuming alcohol and avoid using a personal cellphone.

Huezo was 18 when he was arrested in September 2018 at a Windsor hotel by heavily armed members of the Windsor Police Service’s tactical team within days of 18-year-old Darrion Moffatt being found shot in the head at a home in the 300 block of Hall Avenue on Sept. 8, 2018.

Huezo was originally charged by police with first-degree murder. He was released on bail in May 2020 after a year and a half in pre-trial custody and ordered to wear an electronic ankle bracelet.

A Windsor court heard at the time the device would monitor him around the clock. His lawyer at the time described Huezo’s “very, very strict conditions” of pre-trial release. Family members signed on as sureties, promising the court to make sure Huezo abided by his bail conditions, and a $50,000 bond was posted.

Huezo was 22 years old and still out on bail while awaiting his murder trial when police arrested him again in July 2022 following reports of a man with a firearm threatening others at a Mic Mac Park gathering.

Following a Superior Court of Justice hearing in September 2022, a Windsor judge again released Huezo back into the community under the supervision of family member sureties and wearing the GPS device.

A publication ban prevents media from reporting on any evidence presented in court during the bail hearing, as well as making public the reasons stated by the judge for her decision. The Crown argued against Huezo’s release.

Huezo has now been charged with two counts of failure to comply with a release order.

A five-week trial for second-degree murder in the death of Darrion Moffatt is scheduled to start in September.

Both Ontario Premier Doug Ford and federal opposition Leader Pierre Poilievre have recently spoken out in public against Canada’s current bail system, particularly as it relates to those charged with crimes of violence. Others point out that those released on bail pending trial are presumed innocent until guilt can be proven at a criminal trial.

The Windsor-LaSalle specialized bail compliance team supervises high-risk individuals placed under house arrest, curfew or electronic monitoring and ensures those who breach judicial release orders are held accountable.

The offender management unit is supported through a grant from the Government of Ontario, as part of the provincial government’s strategy to strengthen Ontario’s bail system.
